It says 1922, but was probably 1923 or 1924 going by the ages of the children in the photo.

Judge Julius Ceasar Clary and Molly Frazer Clary

"This is a picture of my great-grandparents, Bradley County Circuit Judge J. C. Clary and his wife, Molly Frazer Clary. The Judge also was Bradley County Sheriff in the late 1890's. We date this picture after the turn of the century, when he was the State labor commissioner.

The picture of Molly is from the late 1870's, when she was a teenager. Molly was the daughter of Jeremiah and Mary Stewart Frazer." ~~Kathy Scheibner
