WIDOW'S APPLICATION FOR PENSION

I, Mollie I. Payne of Waldron, Ark. do solemnly swer that I am the widow of Robert Payne, deceased, who sered as a soldier in the army of the Confederate States, being a member of Company "C" in the fourth Regiment of Infantry Vols. from the State of Tennessee. That said soldier enlisted about the year 1861; that he was honorably discharged from such service on or about the latter part of the year 1862 or early part of year 1863, as well as I remember and did not desert the same; that I am now, and for the past twelve months have ben, a bona fide resident of this State; that I do not own property, real or personal, or both, or money or choses in action in excess of the value of $400.00 (exclusive of household goods and wearing apparel), nor have I conveyed title to any property to enable me to draw a pension, and that I am not in receipt of any income, annuity, pension or wages for any services, the emoluments of an office in excess of $150.00 per year; that my said husband died since the close of the war, to wit, on the 6th day of February, A.D., 1901. That my age is 64 years and that I have not since re-married, so help me God.

We, the undersigned, sitting as a Pension Board for Scott County, do certify that we have examined the application of the within named [blank] for pension, under Act of the General Assembly of the State of Arkansas, as approved March 11, 1901, and the proof in support of same, and find that said applicant is the widow of a Confederate soldier, is in indigent circumstances, and that her claim is just, and that she should be allowed $50.00 pension.

Dear Jim -
I got the enclosed letter from Bob Payne. I was not familiar with the fact that he was wounded at Shiloh - but James E. Beasely both know he was in your old Co. Will you write me a letter stating the facts that he may get what he is entitled to under the laws of Ark. on that account--
Was not the wound the occasion of his assignment to quartermaster duties-- Please write me & state the facts. I send you his letter--

Dear Colonel
Bob Payne was wounded in the Head, Twice, in front by a Minnie Ball & on the side by a fragment of shell which rendered him partly crazy at times & I suppose he has never entirely recovered from the wounds. Hoping you may serve him as he deserves, James.

Dear Sir:
Your favor of the 28th ult. came duly to hand -- I remembered yourself & your duties as a soldier in the 4th Tenn. Inft. Strahls Brigade, Cheathams Div. Army of Tenn. - but did not remember your wounds at Shiloh. I went to see Jas. E. Beasley and found he could not remember the facts. He was not on duty as acting Adjutant till some time afterward. You can make any necessary proof of both mode of service, and wounds. Capt. Jas. T. Biggs returns my letter with the endorsement which will suffice. Jas. E. Beasley, Capt. Jas. T. Biggs, and myself can certify to the service, & Capt. Biggs the wounds. Will be happy to render you any service.

Gen. E. Kirby Smith left no estate for widow, dec'd., some 13 children, but Ins. Agent informed me today his life Policy was worth about $7300.00 they get.

On this day personally came before the undersigned, a Notary Public within and for the County of Shelby and State of Tennessee, Tom L. Taylor, a citizen of Bailey, Tennessee whom I certify to be a creditable person and worthy of confidence, who being duly sworn, states that he is acquainted with applicant Mollie I. Payne, widow of Robert Payne, deceased, and having known of her for 35 years, and that he was personally acquainted with her deceased husband Robert Payne in his life time having known him for 40 years prior to his death. That he was a Confederate soldier. Belonging to Company "C" in 4th Regiment of Tenn. Infty. Vols. That he, Robert Payne, dec'd., as such soldier he served from about the year 1861 to year 1862 in said Company & Reg., then transferred to 2 M[?] department. That he was honorably discharged from such service and did not desert the same. That he said Robert Payne was and had been for more than 12 months prior to his death, and that his widow Mollie I. Payne as I am informed and verily believe is now and has been for the past twelve months a bona fide resident of Arkansas. That he said Robert Payne in his lifetime was partially incapacitated for manual labor by reason of advanced age and consequent general debilitated physical condition as I verily believe and that such incapacity (or disability) was not the result of his own vicious habits. I have heard or know of nothing detrimental to his caracter [sic] as a soldier. That I have no interest in this claim. That I served is same Company and Regiment with soldier as Ord. Sergeant.
