Emmett E. Wagoner was born March 6, 1914 in Arkansas to Joseph W. and Delia Mae Arter Wagoner. Later Joseph and Delia divorced and Emmett was raised by his mother Delia, and step-father William Franklin Vaughn. By 1930 Emmett and his mom and step brothers are living in Big Creek Township. The mother was a widow. In 1940 they are in Nat Osborn, Sebastian Co., Ar.

Emmett regiistered for the military draft and enlisted at Camp Josepth T Robinson, Little Rock, Arkansas February 23. 1945. On his enlistment records he states that he has a grammar school education and his cccupation is "Semiskilled chauffeurs and drivers, bus, taxi, truck, and tractor."

His discharge from the Army was 27 Dec 1945. He had 3 Hospital Admittance Cards during his time in the military.
