St. Francis County was created by the Territorial Legislature October 13,1827. It was taken from the northern portion of Phillips County and at that time included Cross and parts of Lee and Poinsett County.
The first county seat was located at the famous Strong's Place near the St. Francis River.Franklin and St. Francis were names given to Post Offices in this area. In 1838 the county seat was moved to Madison, on the St. Francis River, a more central location. It remained there until June 30, 1874 when an election moved the county government to Forrest City. Unfortunately many records had been destroyed by fire in 1862 and 1875. Books A, B, and C, of the Marriage Records are missing.
